4-year-old - ticket or no ticket?

Our youngest will be exactly 4. Do I add a free toddler ticket anyway, or are 4-and-under genuinely no-ticket/no-count in the booking?

Four and under are free, do not need a ticket, and are not counted in the visitor total. Age 5 is where a child ticket starts.

Fine print first, then the fun part. Trips go better when nothing surprises me at the gate.
